Secondhand Precious Metal Dealers
As of January 1, 2013, Oregon has a new law ORS Chapter 99 regulating precious metal second hand dealers. Precious metal second hand dealers who solicit, receive, purchase, trade, or accept delivery of items of precious metal from individuals in return for money or other consideration are required to follow the state law, and may also be subject to local city or county ordinances, for seller identification, recordkeeping, minimum property holding periods, and law enforcement notification.
A listing of cities and counties in Oregon that impose substantially equal or more stringent record keeping requirements dealers must follow, and longer holding periods for items of precious materials is available on the Oregon License Directory.
Oregon cities and counties with an ordinance or law regulating precious metal secondhand dealers are required to provide a copy of (or link to) the ordinance to the Secretary of State at corporation.division@state.or.us
